Council confirms no parish council after community consultation

A parish council will not be established in the Broughton Park area of Salford, after proposals were voted down by city councillors.

The decision made at a meeting of Salford City Council’s full council today (Wednesday 19 November) reflects community views. 

Councillors carefully considered responses from stakeholders via the statutory consultation, prompted by a proposal put forward through a validated petition.

Local people were asked questions including whether a parish council should be created for the area, based on the boundaries and powers proposed in the petition.

The survey results showed that more people disagreed with the proposal than agreed. Key findings included:

  • 58.85% did not agree to the creation of a parish council for the area proposed
  • 57.77% did not agree that it should be created from the powers posed in the petition
  • 66.37% said they would not be willing to pay additional amount (eg a precept through additional council tax) to fund a parish council

Based on these results, Salford City Mayor, Paul Dennett proposed a motion, not to create a parish council in the Broughton Park area, seconded by independent Councillor Andrew Walters (Kersal and Broughton Park ward).

Salford City Mayor, Paul Dennett said: “We are pleased with today’s decision not to establish a parish council, which reflects the overall opinion of residents, businesses, community and voluntary groups.

“The consultation achieved one of the highest response rates (19.9%) in recent years with the majority opposing the proposal. We respect that outcome and thank everyone who took part and shared their views with us. Listening to local voices is at the heart of what we do and responding to feedback is a vital part of local democracy.

“I commend the efforts of members in the area to engage their community on this matter and communicate this position. I also commend the council’s conduct of a comprehensive and inclusive community governance review which followed all required procedures.”
