Regent Road planning application approved

Salford City Council’s Planning and Transportation Regulatory Panel has approved the planning application for a site at Regent Retail Park in Salford.

The application proposes a mixed-use development comprising approximately 3,300 new residential homes, up to 10,000 square meters of commercial and community floorspace, and a new two-and-a-half-acre public park. The council owns the freehold of the site, and this has enabled them to secure a number of benefits proposed through the redevelopment.

The scheme includes 660 social rent homes, representing 20 percent of the total housing provision.
The proposed scheme includes new public realm, habitat management, and pedestrian and cycle routes. Recognising that development in Ordsall has increased parking pressure locally, the Regents scheme will also fund a residents’ parking scheme to cover nearby streets. The NHS will be on offered a commercial unit within the development.

Although highway concerns were behind the deferral in July, council Highways officers confirmed the new development would have less impact overall than at activity on the site at present.

Six objectors spoke at the panel, including two Ordsall councillors not sitting on the panel and Rebecca Long-Bailey MP.

Councillor Mike McCusker, Lead Member for Planning, Transport and Sustainable Development at Salford City Council, said: “Salford City Council has long-recognised the importance of regeneration in enhancing the city and improving opportunities for local people. We hope this proposed development in Ordsall can bring further benefits, including a substantial contribution to Salford’s social housing supply.

“We recognise local people feel strongly about their area and raised a number of concerns. We hope they can see these were fully considered by the Planning Panel and that the approved proposal has addressed issues as far as possible. The council has a transparent process and follows local policies from Salford’s Local Plan, along with national policy and legislation, to make decisions on planning applications.

“Considerations such as infrastructure, schools, and community services are taken into account, alongside wider processes delivering services to meet community needs.”

The initial hearing on Thursday 17 July was deferred by the panel, with councillors requesting further assurance regarding the applicant’s commitment to delivering 20 percent affordable housing and seeking greater clarity on traffic modelling outcomes.
