Report published on community governance review of Broughton Park area
Members will consider consultation results and decide whether to accept or reject the proposal for a parish council in the Broughton Park area on Wednesday 19 November at Salford’s full council meeting.

Papers published today on the council’s website include an analysis of the survey results from residents, businesses and community and voluntary groups in the area.
The report sets out the council’s approach, responses, and analysis of the statutory consultation undertaken with stakeholders in the area. Councillors are asked to take into account these findings alongside other factors from community considerations to operational and financial issues.
In total, 1,769 validated responses were received from individuals and organisations in the community, a response rate of 19.9%. All responses were closely monitored and broadly reflected that of the wider community across the consultation area.
Taking place at Swinton’s town hall, the full council meeting will be livestreamed as well as recorded for people to watch afterwards. Residents are welcome to attend for observation purposes only as there will be no opportunity for public questions or direct participation. A limited number of seats are available in the public gallery on a first come first served basis. You can view the agenda and papers and sign up for livestream alerts.
Surjit Tour, City Solicitor and Statutory Monitoring Officer at Salford City Council commented: “We appreciate so many people giving us their views on the proposal for a parish council in the Broughton Park area. The survey response rate of 19.9% (1,769) is one of the strongest seen in recent years and indicative of a fair, inclusive, timely and accessible approach. Members of the public could speak directly with officers on the review team at the three public drop-in sessions which were well attended. The process taken has been commended throughout as inclusive and thorough. We are pleased to bring the results together in a timely manner so that councillors can consider community feedback and reach a decision.”
The outcome of the meeting will be published on the council’s website where a map of the geographical area under review can also be viewed. Located in the east of the city, the Broughton Park area includes parts of the Kersal and Broughton Park ward and parts of the Broughton ward. The consultation was part of a community governance review which looks at how local communities are represented and governed at a local level, a legal requirement following receipt of a valid petition.
